Receive State Tax Credits When You Donate to Flance

Contributions of $2,000 or more to Flance Early Learning Center made between April 1, 2025, and March 15, 2027, are eligible for Youth Opportunities Program (YOP) tax credits, allowing you to reduce the out-of-pocket “cost” of your donation. Administered by the Missouri Department of Economic Development, YOP provides state tax credits to encourage support of youth development programs. Flance was approved to participate in this program in a highly competitive selection process.

How Does It Work?

It’s simple. You make a donation of $2,000 or more to Flance and you receive state tax credits equal to 50% of your contribution (good for up to five years from the date that your credit is issued). And if you itemize, donations of cash, check and appreciated stock may be included in your list of deductions. And whether you itemize or not, you will receive a 50% credit toward your state taxes. Eligible contributors include: Individuals, Corporations, S-Corps, Partnerships, LLCs, Sole Proprietorships - basically anyone or entity that has a Missouri tax liability.

Qualified Charitable Distribution (QCD)

If you are at least 70 1/2 years old, you can make a distribution from your IRA and receive a 50% tax credit. Normally, distributions from a traditional individual retirement arrangement (IRA) are taxable when received. With a QCD, however, these distributions become tax-free as long as they're paid directly from the IRA to an eligible charitable organization. In addition, the contribution from your IRA is eligible for a 50% credit, which you can use to offset your state tax liability for up to five years. This provides a smart way to avoid tax liability on your required minimum distribution.


When can you access YOP credits?

Flance can provide tax credits through March 15, 2027, or until the credits run out, whichever comes first. If this page is still up, Flance still has credits to offer.

How do you access YOP credits?

1.   Make your gift by check, credit card, stock transfer or IRA rollover. The fastest way to donate is by clicking the blue “Donate’ button above. You may also send a check to Flance in care of Development at 1908 O’Fallon St. St. Louis, MO 63106. If you would like to make a gift of stock, please contact Claude Bond at cbond@flancecenter.org. He will send you the information needed to transfer stock.

2.   Flance will send you the one-page Application (MO Form 770) for tax credits, or you can download the form here.

3.   Complete the application and sign in the presence of a notary public. Return the notarized application to Flance with proof of donation (see application instructions for what constitutes ‘proof.’)

4.   Flance will send the application and other required documents to the Missouri Department of Economic Development (MO DED).

5.   The MO DED will send your Certificate of Eligibility to Flance, and we will forward it to you upon receipt.
